toggleAction in standmap.c

There are two events that cause this callback to execute. When the user is in the standmap dialog box and they click on the Edit $>>$ button, the dialog box is extended with additional controls. One of those additional controls is the Tree Distribution box with two radio buttons labeled Random and Uniform. The callback is executed when the user clicks on either the Random radio button or on the Uniform radio button.
